Passengers are boarding a Handley Page H.P. 42, 'Heracles', while the baggage is being packed by Imperial Airways personnel on the other side.
Note the pilot and co-pilot in the cockpit, with the Civil Air Ensign above them, which would be lowered through a hatch prior to take-off (a job which was not always remembered!).
